Nah it’s cargo. Crew dragon has super dracos, cargo dragon has aero covers in their place.

Why not just remove the noses? Wouldn't it be simpler to manufacture and more aerodynamic? Also, then why is the crew access arm shown?

They do final cargo loading using the arm. And keeping the two Dragon versions as similar as possible would actually help speed up manufacturing by allowing the same tooling to be used on both versions.
